Position Overview
The purpose of the Project Manager 2 position is to facilitate, manage, and successfully implement assigned enterprise projects. The Project Manager is the person who has overall responsibility for the successful initiation, planning, design, execution, monitoring, controlling, and closure of a project. They ensure that projects follow the OIT project process and project management framework. This position must be able to understand the functional need being expressed by managers and be able to translate those needs into a plan, solution, and deliverables, working with technical and functional staff to ensure that projects are properly defined and planned to achieve desired deliverables.

Essential Duties and Responsibilities
Initiating Projects
Utilizes established project standards, procedures
Contributes to the development of new quality metrics
Project Planning
Develops the critical path schedule which shows the sequence of events compatible with work breakdown structure
Creates and maintains the project plan ensuring selected methodology is adhered to
Develops, and continually updates project plans and schedules
Develops work breakdown structures based on the project objectives and scope
Works with the business analyst and the project stakeholders in order to define/refine the project scope
Facilitates the gathering of information required to estimate project costs, resources, time, and deliverables
Develops/updates project charter to be submitted for approval
Determines staffing requirements and forms project teams
Works with resource managers in order to effectively align resources across projects
Provides work direction and leadership to assigned projects, including scheduling, assignment of work and review of project efforts
Assist with identifying which resources need to be procured outside the organization, develops budget requests for resources
Describe technical or other issues that need to be considered and assist in the development of SOWs
Updates the project plan with work assignments
Conducts project kickoff meetings, communicating individual roles and project expectations
Ensures that all project team members have the tools and training required to perform effectively
Requirements Management
Works with business analysts and/or project stakeholders to define/refine requirements
Works with single or groups of stakeholders to understand current process and gather new requirements using a variety of techniques
Identifies and clarifies requirements using basic conceptual and logical process/data modeling techniques
Understands the distinction between functional, non-functional, and business requirements, and can effectively document them for technical teams
Can create a use case with simple actors and can identify the actions and steps within a process
Project Execution, Monitoring and Control
Identifies, analyzes, and prioritizes risks and create action plan to mitigate potential project impacts
Monitors the project identifying resource needs, performing quality reviews; and escalating scope, budget, quality, timeline issues appropriately
Negotiates conflicts and resolves issues that arise during processes, keeping management aware of situations as needed
Assists in formulating recovery plans or assessing impact if not recoverable and escalates as appropriate
Prepares status reports to convey project scope, goals, milestones, budget, risk, status, change requests, and critical issues to the client and project team.
Project Releasing
Verifies testing plans are developed and executed to meet project timeline
Creates training plans
Creates communication plans
Creates cutover checklists for project deployment and facilitates cutover meetings
Project Closing
Conducts formal review with business sponsor at project completion to confirm acceptance and satisfaction
Provides the team with constructive feedback as it pertains to project work
Assists in implementing recommendations
Organizational Relationships
Collaborate with colleagues in the PMO, EAS, OIT and other technical and functional staff from campus areas
Clients are University employees in various departments who make requests for software implementation, development, enhancements, fixes, technical support, and consulting
Represent PMO and OIT when interacting with people from other Boise State departments
Represent Boise State University when interacting with vendors, third-party application providers, consultants, and the community
This position may be consulted on projects which involve external agencies including the National Board of Education, State Department of Human Resources, Board of Education, external IT auditors, and other federal and state agencies
The successful candidate will possess the following knowledge, skills and abilities:
Demonstrated project management skills
Knowledge and understanding of ERP concepts and functions
Knowledge and/or experience in business process design and reengineering
Knowledge and/or experience in evaluation of software to meet business needs
Excellent communications skills (oral and written), interpersonal, and organizational skills are required
Excellent organizational skills
Excellent time management skills
Ability to present and explain complex technical topics, problems, alternative solutions to others
Knowledge of Microsoft Office suite, including Visio.
Minimum Qualifications
Bachelor’s degree or equivalent work experience
At least five years in the same type of work

Preferred Qualifications
Degree in Management Information Systems, Business, Technical Writing, Computer Science, Social Sciences
Experience in a higher education or government organization working with enterprise resource planning (ERP) and business processes
Knowledge of and/or experience with the following systems and applications:
Oracle Databases
Enterprise Reporting Tools
Web Applications
MS Project
Jira, TeamDynamix, or other project tracking software
Advanced analytical and troubleshooting skills with complex technical subjects and tasks
Experience as a business analyst, project manager, or systems manager in a software development environment working with an ERP system.
Waterfall and agile experience
Experience working with both functional and technical users to define business needs and process changes
Experience in business process design and reengineering
Experience in defining business processes and implementing business processes within an enterprise system
Solid understanding of software development life cycle
Solid understanding of project management principles and governance
Skilled in interpersonal relationships, planning and communications
Ability to work collaboratively with others
PMP, CAPM, Product Owner, Scrum Master, or related certification
Project Manager 2 salary starts at $63,800 and is commensurate with experience, plus an excellent benefits package.
